In a decisive milestone for public sector innovation in Brazil, the Brazil-China Business and Trade Promotion Chamber (CPNCBC) mediated, in July 2024, the signing of a Memorandum of Understanding (MOU) between the Government of Santa Catarina and the INSPUR Group.
The ceremony, held in Florianópolis, consolidated the strategic partnership with one of the largest global companies in technology and cloud computing.
The agreement formalizes technical cooperation to accelerate the state’s digital transformation. The initiative provides for the implementation of cutting-edge technologies in the digitization of public processes, the intensive use of Artificial Intelligence (AI), and the modernization of data infrastructure, aiming to enhance e-Government (e-Gov) solutions offered to the population of Santa Catarina.
The State as a Reference in Digital Innovation
The signing of this MOU positions Santa Catarina as a national reference in innovation applied to public management. By seeking INSPUR’s expertise, the state government demonstrates a future-oriented vision focused on administrative efficiency and transparency. The partnership was a direct result of CPNCBC’s engagement, acting as the necessary bridge between the demands of the Brazilian public sector and the solutions of major Chinese technology corporations.
For the Chamber, this movement inaugurates a new stage of collaboration focused on digital governance and connectivity. The goal is to ensure that public modernization is not just a concept, but a practice that results in more agile and accessible services.
“INSPUR is a symbol of China’s technological capacity. Bringing this know-how to Brazil, especially to a state as innovative as Santa Catarina, represents an institutional breakthrough for the entire country.” — Julio Kawano, President of CPNCBC.
Technological Diplomacy in Practice
The agreement goes beyond a simple purchase of services; it is a strategic knowledge exchange. CPNCBC’s role in this process reinforces its position as an agent of transformation and international cooperation.
By facilitating access to digital governance technologies, the Chamber strengthens ties between Brazil and China in one of the most competitive and vital sectors of the contemporary global economy.
